Tuner holes on purchased neck larger than tuner collar

When I prepared to install the Waverly tuners in my latest uke build , I found that the 4 pre-drilled headstock holes of the manufactured neck are 9.8 mm while the Waverly collars are 9 mm. I have considered plugging and re-drilling, gluing tiney splines around the hole sides or finding collars that will fit these 9.8 mm holes. Anyplace I can find bigger collars for these tuners? Any other ideas or suggestions?

The 0.8 mm difference could easily be made up by wrapping a piece of masking tape around the tuner.

I bought some of those premade necks for some cigar box ukes I made. I wanted to keep the peghead weight down, so I plugged the holes, added a thin face veneer, and redrilled them so I could leave off the bushings. It does seem like they drilled overly large holes for most tuner applications.
