My house recently got badly damaged in a Texas hailstorm. All the acoustics survived (they just got a little wet) but I lost all of my electrics except a Les Paul that the recovery folks pulled from under a pile of rubble, dried off, and handed to me. Instead of replacing all of them I have just decided to get one nice tele.
What percentage of MAP should I expect to pay for a new Fender?

The final price is entirely up to the retailer in question. Tell them a sob story and show them all the money in your pockets and see if they fall for it.
You could scan final sales prices on eBay using the "sold items" checkbox in a search for some idea.
