Amend annotation #15 as follows:
"All parts and derivatives, except:
a) leaves, flowers, pollen, fruits, and seeds;
b) finished products to a maximum weight of wood of the listed species of 500g per item;
c) finished musical instruments, finished musical instrument parts and finished musical instrument accessories;
d) parts and derivatives of Dalbergia cochinchinensis, which are covered by annotation # 4;
e) parts and derivatives of Dalbergia spp. originating and exported from Mexico, which are covered by annotation # 6."

I emailed FWS yesterday about the changes and they said it would be two weeks before they will have specific information about the changes and implementation dates at US ports of entry. So don't be mailing any cocobolo guitars out of the country just yet unless you have all the documentation and required licenses for both export and the receiving country's import regs.

NAMM apparently sent out information to members to the effect that regulatory changes at FWS won't take effect until the end of November.

The CITES CoP18 changes take effect on November 26, 2019.

In regards to CITES Appendix II rosewoods, you may be happy to know that effective November 26, 2019, the following is exempted from CITES:
a) leaves, flowers, pollen, fruits, and seeds;

b) finished products to a maximum weight of wood of the listed species of 500g per item;

c) finished musical instruments, finished musical instrument parts and finished musical instrument accessories;

Note that Brazilian rosewood is on Appendix I and all those rules still apply.
